Purim Katan (Minor Purim) falls on the 14th of Adar I during a Jewish leap year, when an extra month of Adar is added. Since the actual Purim is celebrated in Adar II, Purim Katan marks the date in Adar I with a minor observance. Tachanun and eulogies are omitted, and fasting is not permitted.
The Talmud rules that Purim is observed in Adar II to place the celebration of redemption (Purim) as close as possible to the celebration of redemption from Egypt (Passover in Nisan). Some authorities also note that the original miracle occurred in the 'real' Adar, which in a leap year is considered to be Adar II.
